Culiat High School was born as an annex of Francisco High School in 1971-1972 with one (1) section in second year and two (2) sections in first year, with a total population of 127 students and 7 faculty members.
The very first principal, Mr. Petronilo G. Munar, managed the school well despite the limited facilities and resources. Eventually, learning has become fruitful and rewarding to all students and teachers.
CHS became independent on its first year of operation through the help of Barangay Culiat Council under the leadership of Barangay Captain Eligio Baetiong. The following school year, Pasong Tamo High School and Bagong Silangan High School, then annexes were placed under its jurisdiction. CHS had its first Commencement Exercises in School Year 1973-1974.
Mr. Alfredo I. Principe assumed office as school administrator in 1973, with the help of the parents and teachers. And he managed resources to build additional makeshift rooms to accommodate the increasing enrolment.
The next principal, Mrs. Perla J. Verzo was determined to continue what her predecessors had started for CHS. Thus, she reorganized the school PTA with Mr. Eligio Baetiong as the president. During their term, a 2-storey, 10-classroom building was built (Imelda type) in 1984. The Principal’s Office, Registrar’s Office, Clinic, Guidance Office and Property Room were housed in this building.
When Mrs. Estinelle C. Chingcuangco assumed office as principal in 1984, tremendous swell in enrolment noted from one thousand during the previous year to two thousand five hundred students.
In 1987, under the leadership of Mr. Pablo Cuadra along with the PTA Officers, a guardhouse was constructed with two (2) Security Guards on rotation basis. In 1988, a school vehicle was acquired through the joint efforts of the PTA Officers and board members. In the same year, the school was awarded the “The Most Beautiful Façade” in the division. It was made possible through the “Beautification Campaign” of Mrs. Chingcuangco. During her term, in 1989, an additional creation of new plantilla positions (8 head teachers, 18 non-teaching personnel and 17 teachers and 1 item) were specified/designated. In the same year, the Administrative building was constructed followed by the NCR building in 1990. Thus, the school was able to accommodate the big influx of enrollees.
In mid-1990, Mrs. Purificacion M. Cruz replaced Mrs. Chingcuangco as CHS principal. It was during her administration that the school elevated to greater heights in the field of academics, skills and sports competitions.
CHS great achievements were even doubled when Mrs. Cristina C. Monis, then Division English Supervisor, took over as Supervisor-in-Charge of CHS in 1992. During her term, concrete washed-out tables and benches were built located strategically around the school campus that served as the study areas of students who can no longer be adapted in the library. With the full implementation of SOC (Safety,Orderliness and Cleanliness) and Beautification Campaign, teachers were assigned to monitor and maintain strategic areas during their vacant periods within their official time. Thus, that same year, CHS was adjudged “one of the Most Beautiful and Cleanest School in Quezon City.”
Towards the end of 1992, an energetic and talented man in the person of Mr. Manuel Y. Dingcong succeeded the post. He made CHS known after winning First Place both in the District and Division levels in the Educational Management and Information System Contests. Six months later, Mr. Dingcong was promoted, at that point Mrs. Elisa N. Lorenzana took over. Through her most charming ways and benevolence, she had elevated the school’s climate to a greater extent. She spearheaded the moved of the old Home Economics building which paved the way for the construction of a 4-storey 8-classroom Mathay Building funded by the city government.
It was Mrs. Lorenzana who initiated the conversion of Teacher 1 item to Master Teacher 1 position that eventually motivated and encouraged more teachers to pursue higher studies. With the assistance of Mrs. Raquel A. Echin, the PTA president, the request for reclassification of CHS from Principal 1 to Principal III came into reality.
After the retirement of Mrs. Lorenzana, Mrs. Emma E. Bautista assumed the post in 1997. After three months, she was transferred to another school. Young and energetic Dr. Maria Noemi M. Moncada replaced Mrs. Bautista. She immediately worked for the construction of the Liban Building and the covered court. The realization of Culiat High School-Tandang Sora Annex was made possible during her term in School Year 1999-2000.
When Dr. Justinas A. Farolan assumed into office at the mid-year of 2000. She immediately followed up the completion of the Liban Building and the covered court. She provided and emphasized the use of Bundy clock since she wanted to accomplish everything on the dot. In School Year 2003-2004, through the initiative of Barangay Captain Marivic Co-Pilar, Culiat High School Pasong Tamo Campus devised an 8 storey building with classrooms housed at the Pasong Tamo Elementary School. This is to accommodate the big wave of enrollees in the first-year level.
On the onset of School Year 2004 – 2005, Dr. Jennilyn Rose B. Corpuz replaced Dr. Farolan as CHS principal. She led the way to great improvements for the school both physically and academically. The ground floor of the Liban Building was converted into a very functional audio-visual room equipped with multi—media equipment such as LCD projector, computer unit, television set, and other gadgets. The library was transferred to a spacious room equivalent to two classrooms, thus accommodating a greater number of students and teachers. The tiling of the stage and computer rooms followed. School buildings were refurbished. Reproduction equipment such as heavy duty risograph and photo-copier machines were purchased.
She herself was one of the front liners among resource speakers during in-service trainings of teachers. During her initial year in school, she focused on the enhancement of computer skills among teachers. She required Master Teachers to conduct demonstration teachings and research studies as part of their regular functions. She also conceptualized the exhibit of teachers’ best instructional media, a showcase where teachers can shop ideas and strategies that can be modified. One notable mission of the school in 2004-2005 was the active participation of the school’s stakeholders like PTCA, Barangay Council, Alumni Association, Rotary Clubs, and other non-government organizations. Special projects were launched such as the Kalinga sa Mag-aaral and Parent-Assisted Comprehension Enhancement for Students (PACES). Both aim to help poor but deserving students of CHS and eventually reduce the drop-out rate. Another noteworthy project initiated by Dr. Corpuz to address the challenge on students at risk of dropping is the Community-based Tutorial Program which was handled by the Student Council, through the leadership of Mr. Samuel S. Polistico, as the lead proponent of the project. In 2006-2007, Dr. Alejandro S. Referente replaced Dr. Jennilyn Rose B. Corpuz. During his time, he continued the development program of Culiat High School. In addition, through the coordination of the Department of Education and in cooperation with the Muslim Community, Culiat High School sponsored the Madrasah program to cater Muslim students in their educational and other instructional needs.
He was able to acquire one, three-storey building with six classrooms. The building was from the generosity of Congressional Mary Anne L. Susano. The Administration building was demolished paving the way to the construction of the four-storey SB building with eight classrooms. In addition, more steel benches were constructed around the covered court to contain students during programs and other activities of the school.
In the middle of the school year 2009-2010, a new principal, Dr. Victoria B. Mangosong was tasked to head and lead the school. Her stint as a school manager, though short-lived maybe assessed as well heightened in terms of camaraderie and unity among the teaching and non-teaching personnel. She was also the vanguard of the school-community based projects on Clean and Green.
At the beginning of the school year 2010-2011, Culiat High School saw itself under the leadership of a very dynamic, innovative and flexible school manager, Dr. Romulo B. Rocena. He immediately won the hearts and support of the students, faculty and non-teaching personnel because of his straightforwardness and sincerity. He brought a new air of hope and inspiration to the whole school community. He encouraged a participative and proactive community of stakeholders to realize the school’s vision and mission. He also adapted the project STAR and OUTSTANDING TEACHER Search projects as his major initiative at the start of the school year.
Dr. Launcelot T. Lauigan, entered into the picture in 2012-2013. A lot of physical construction such as the canopy from the guard to the Liban Building, canopy from the court to the SB building and breakthrough of Teachers’ Centers were observed during the Administration.
Mrs. Armeda M. Maestro replaced Dr. Lauigan in SY 2013. Her leadership enhanced the academic performance of the school. For two years the school’s NAT-MPS results was included in the top 10 among 46 High Schools in Quezon City while students’ promotional rate elevated, the dropout rate continued to decrease for the past three (3) years.
After the retirement of Mrs. Armeda M. Maestro in August 2016, CHS accommodated several Officers-in-Charge. Dr. Edna V. Banaga had a two-week captainship. Mrs. Nimfa R. Gabertan, Education Program Supervisor for English, was assigned and stayed at CHS until December 2016. And Mr. Gilore E. Ofrancia took over from December 2016 to July 2017. In two-month time, Mr. Ofrancia was able to organize the 46th Founding Anniversary celebrations, the MOT, and the High School Promenade. Moreover, 14 students from Seoul Technical High School in Korea, member of APEC Learning Builders (ALCoB-Korea) partnered with Mr. Ofrancia as ALCoB Principal visited CHS on January 8-16, 2017.
CHS likewise reaped honors: 1st place in On-the-Spot Stamp Making Contest sponsored by the Philippine National Bank, 3rd place in 2017 Q.C. Animation and IT Fair, 7th place Top Performing School in MTAP, and 2nd in TIP Business Conference.
Mr. Gilore E. Ofrancia was replaced by Dr. Marissa Lou N. Rodriguez, Principal IV from Ismael Mathay Sr. High School. The hardworking and soft-spoken principal proved her fruitful stay in the school. The school’s walls were repainted. The stage was constructed. The refurbishing of the covered court through the initiative of Mrs. Armeda M. Maestro with the sponsorship of Councilor Lala Sotto got materialized under the leadership of Dr. Rodriguez.
CHS continues to move forward to soar high and achieve global competitiveness. Now, we have our new principal; the witty Dr. Florito J. Gereňa. With merely 2 months we can see the improvements. He has a green thumb. The surroundings are clean too. This is not yet the end. The school is here to stay, taking students to greater height of academic excellence and personality development.
